They come pre-filled with an anti-corrosion and antifreeze liquid. They also have a fixed temperature element with a built in thermostat. With an incorporated thermal fuse as a safety feature. The elements are easily replaceable, which means the whole towel rail doesn't need to be replaced, when it's at the end of life.
